About Me

Dr. Mary Frances Stubbs, Ph.D., is the Senior Advisor to the Arthur Scandrett Disability Scholarship Foundation and a foundational steward of its legacy at Howard University. She has been integrally connected to the Scholarship Fund since its establishment in 1992 and has played a critical role in both its long-term sustainability and its modern relaunch.


Dr. Stubbs brings more than three decades of senior-level advancement, fundraising, and institutional leadership experience, most notably through her tenure at Howard University, where she served as Director of Development for the College of Engineering, Architecture, and Computer Sciences. In this role, she led comprehensive fundraising strategies, major gift initiatives, donor stewardship programs, and corporate partnerships that generated sustained philanthropic support and elevated the visibility of academic programs across the University. 


Her leadership extended beyond college-level advancement. During a period of transition, Dr. Stubbs was appointed Coordinator for University Advancement, reporting directly to the President and the University Relations Committee of the Board of Trustees. In that capacity, she provided executive oversight for Development, Alumni Affairs, and University Communications, guided institution-wide fundraising initiatives, strengthened alumni engagement, and helped position Howard University for national philanthropic opportunities, including eligibility for the Kresge HBCU Development Initiative. 


As the Foundation entered its current phase of renewal and growth, Dr. Stubbs provided essential guidance to ensure continuity between the Scholarship’s origins and its expanded vision. Her counsel has helped anchor the Foundation’s relaunch in historical integrity, institutional best practices, and a deep understanding of philanthropic stewardship. She continues to advise the Foundation as health permits, serving as a living bridge between its founding purpose and its future impact.
